The central shortlist is no longer generic

Bilbao now has a usable official-policy cluster. NH Collection Villa de Bilbao, NH Bilbao Deusto, NH La Avanzada, and Catalonia Gran Via Bilbao publish dog-and-cat wording, while abba Suites Bilbao City Center and abba Euskalduna Hotel are better treated as dog-only options.

Do not use every central map pin as a pet answer. Barcelo Bilbao Nervion, Vincci Consulado de Bilbao, Zenit Bilbao, and Occidental Bilbao have official wording that does not support regular pet stays.

How to choose by pet rule

• For dogs and cats, start with the NH options or Catalonia Gran Via Bilbao; all name both pets explicitly.
• For larger dogs, the three NH records are the cleanest current route because each publishes a 25 kg limit.
• For one small or medium dog, the two abba options are useful, but both should be treated as dog-only and one-pet choices.
• No Bilbao no-fee cluster is ready yet. Current official evidence points to nightly pet fees, not fee-free stays.

What to reconfirm before paying

• Ask the hotel to confirm the exact room category that accepts the pet; NH still marks availability as limited.
• For Catalonia Gran Via Bilbao, confirm the EUR200 deposit handling and carry the vaccination record.
• For abba Bilbao stays, confirm that the dog is declared at booking and remains within the 20 kg limit.
